I do understand why this restriction is in place and I don't want to just blame NG and the team saying they're greedy cause it's an issue with people abusing normal stuff like this for weird shit, but maybe it should be that we can't send images via PM to people who aren't in our friends list or something instead.

The abuse argument is 100% organicly retarded. If that would be an actual point, then we might as well just throw the whole entire PM system in the trash, just like youtube did, long ago, after google bought the platform.
Or take it a step further and only implement a quick-chat system like Nintendo has put in many games, where you can only communicate with 4/8 short premade sentences.
(Butts will get hurt, wherever people have the ability to communicate, that don't mean you should limit the communication abilities until no butt will get hurt ever again, that just aint gonna work!)

I do get the money argument, thousands of people sending pictures to eachother, willie nillie, takes up server space, wich takes up money.
Just like with the dumpingrounds system, but with even bigger filesizes.

(please excuse me for the massively frustrated venting rant that's incomming)

I'm not sure if I am, actually onto something here, but the "people were being bad with it" argument, feels like the bloody umpteenth time, where I enter some situation, trying to be a good boi, minding my manners, only to hear from the people in charge that I can't do any nice or wholesome things anymore, because some massive A-hole went and had too much fun and then left. So for some reason, I am now guilty until proven innnocent, with nobody who will bother, hearing my testimonies or looking at my evidence of being good mannered (or at least trying to be).

There's just too many kinds of situations, where there's just no having nice things anymore:
-moving into a new shitty living space I can manage to afford to rent, only to hear I can barely have any people over, let alone have anybody spend the night at my place.
-Or no ladies wanting to have a talk with me, or go on a date to get to know me....lol, dating, I better keep on dreaming... because they've been with some giant A-hole in the past, so now I am, once again, a guy, and guilty until proven innocent in the same way again.
-Or no more colleagues dropping eachother off after work, because other people have been using company cars in their own time wich the boss don't like.

So...uhm... yeah... that's why I hope that not being able to send images in private messages on Newgrounds, is purely because of the server cost.
